Responsibilities of the Home Owner to provide potable water:
Home owners and landlords are required to meet the Ministry of Health Residential Tenancies Amendment Act 2010, under the Building Act 2004: Supply of safe drinking water, regarding potable drinking water for tenancies.
These detail the necessary standards and expectations for potable water on self supplied properties and how tenancy affects those expectations.
A stand alone property with its own water supply is covered under the Building Act 2004, the following section covers the need to supply potable water:

The onus is on the landlord to ensure this, as covered by the Residential Tenancies Amendment Act 2010.

Under these standards the following issues should be addressed:
Amount of available water; supply and storage availability; and quality of available water; i.e., the Ministry of Health guidelines are met.
